目的

選択した Telegram チャットに新しいメッセージが届いたときに、Local MCP からこのセッションへ通知するよう依頼します。telegram_read_messages を繰り返し呼び出す必要がなくなります。set には `account` と `chats` が必要です。Local MCP は 300 秒ごとに確認する（delivery "poll"）ため、通知はメッセージの約 5 分後になることがあります。各通知は、platform、account、chat、count、max_id、event_id を含む notifications/claude/channel メッセージとしてこのセッションに届き、本文は含まれません。本文は telegram_read_messages でチャットを読んで確認してください。通知は重複することがあるため、すでに見た event_id は無視してください。監視は今すぐ始まるので、一度チャットを読んで最新の状態に追いついてください。監視はこのセッションとともに終了します。これらの通知を表示する認定を受けた AI クライアントのビルドだけが設定でき、それ以外では delivery が "unsupported" になり、何も設定されません。
