Excel スプレッドシート（.xlsx ファイル）からデータを読み取ります。最初の行を `headers`、残りのデータ行を `rows` として返します。これは excel_create の `headers`/`rows` パラメータに対応するため、読み取りから作成への往復で行 0 を手動処理する必要がありません。
