Telegram の1つのチャットの最近のメッセージを新しい順に読み取ります。chat_id は必ず telegram_list_chats から取得したものを使います。古いメッセージを読むには、返された `next_before` を `before` として渡します。Telegram の接続（telegram_connect）が必要です。
