目的

自分のアカウントから1つのチャットへ Telegram メッセージを送信します。プレビュー付きの書き込み操作です。最初の呼び出し（confirm=false）はプレビューを返し、何も送信しません。ユーザーに見せ、承認を得てからのみ confirm=true で再度呼び出します。chat_id は必ず telegram_list_chats から取得したものを使い、ID を捏造してはいけません。1回の呼び出しで送るメッセージは1件で、一括送信はできません。
