Lists your Telegram chats (people, groups, channels) with unread counts and the last message preview, newest first. Returns each chat's `id` to use with telegram_read_messages, telegram_search_messages and telegram_send_message. Requires Telegram connected (telegram_connect); if it isn't, returns how to connect, never an empty list.
