用途

在活动录制的时间线上放置一个命名标记。t_ms 是自录制开始起经过的毫秒数。提供 bounds（全局点，左上角）可朝某个元素放大，省略则为全画面。note 会成为字幕来源。若没有正在录制的内容，则返回 no_active_session。首次调用返回预览；confirm: true 才会放置标记，时间戳为该次调用的时刻。
